GOAL has been working in Syria since 2012, responding to the acute needs of conflict affected communities. GOAL is working in northern Syria delivering food, non-food, WASH, livelihoods and emergency programming with a strong focus on market based approaches. GOAL met the needs of more than 700,000 conflict affected Syrians in 2014 and has an estimated 2015 budget of more than $100 million.
In 2014 GOAL first began working in Turkey, responding to the needs of refugees displaced from Kobane. Subsequently, GOAL has worked to create a developing multi-donor programme with a particular focus on health care programming, but also incorporating livelihoods and emergency support components.
General Description of the Role:
The WASH Programme Support Officer will be based in GOAL’s office in Antakya supporting the WASH Antakya Team in providing the support for GOAL-WASH partners, especially in the technical areas on programming and documentation. This might include but not limited to providing support for partners regarding technical assessments, evaluation and operation and maintenance plans.
This position will also support the Antakya WASH team in administrative tasks, including timesheets for Water and Hygiene Units, checking voucher payments, entering information on GOALs monitoring databases and other administrative tasks.
Input into capacity development plans for partners and support capacity building for partners on the technical and programmatic area
Act as focal contact person with WASH partners, Support partners on programmatic reporting and information management.
Support internal WASH reporting, including support to the Grants Department as needed
Support the Antakya WASH team in administrative tasks, such as following timesheets for Water and Hygiene Units, Following fuel rounds for Water and Hygiene Units, entering information in GOALs monitoring databases
Other related tasks at the request of the WASH Technical Manager.
Degree in Civil engineering or related engineering field
Proven ability to build the capacity of partner/ local organizations
Good understanding of water (especially water networks), sanitation and/ or solid waste management in the Syrian context
High level of computer literacy, especially Microsoft Excel
Experience of staff management and capacity development
Excellent communication and interpersonal skills
Willingness to work long hours under significant pressure
Commitment to beneficiary accountability and humanitarian principles
Good English skills, spoken and written
Experience of WASH programme implementation
NGO experience in a humanitarian setting, especially Hygiene Promotion
Experience of working remotely
Fluency in Arabic
