Founded in1933, the international Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.
Working in coordination with the humanitarian community, the IRC currently addresses the needs of war-affected Syrians from several operational bases in the region. Our activities in the region focus primarily on the supply of vital medications and medical equipment, non-food items, water, sanitation and hygiene and child protection and form part of an over-arching humanitarian response in Jordan, Lebanon, Turkey, Iraq and the region that seeks to assist refugees, IDPs and war-affected Syrians survive conflict and displacement.
This position will support the implementation of protection rule of law (PRoL) and Gender Based Violence programs in southern Turkey. This position will be based in Antakya focus on supporting the implementation of programs to protect and empower women and girls and other vulnerable groups in southern Turkey. The Administrative Officer position will be based in Antakya. The Program Officer will ensure smooth implementation of all administrative and logistical tasks associated with program implementation. The Administration Officer will report to the Integrated Protection and will collaborate directly the WPE Manager and the Protection Manager.
The Administrative Officer will oversee administrative responsibilities of program implementation including:
Take responsibility for all program procurement requests, including drafting of purchase requests, tracking of requests and finalized purchases, and filing and organization of approved complete requests
Liaise with Supply Chain on all logistical processes, including fleet/transport, procurement, warehouse, and security concerns
Ensure that all relevant financial documentation is accurately completed and submitted, as required by IRC policies.
Administration of staff cash advances and liquidations, and responsibility for organization and filing of all relevant documentation for program finances, inclusive of field offices
Liaise with Finance Department on all financial approvals related to procurement, advances, and volunteer payments, ensuring accuracy of documentation and timeliness of processing
Liaise with Human Resources and Finance to ensure timely processing of staff timesheets and incentive payments
Maintain system to ensure efficient organization of all program documents, including technical resources, procurement documents, and relevant program implementation data by geographical area
Bachelor of Arts or Science in Program Administration, Social Science or other related field desirable; or relevant work experience in office administration or with nonprofit/non-government development organizations
Strong organizational and time management skills and flexibility to learn and take on new tasks
Positive and professional attitude, including ability to work well in a team setting
Strong ability to meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
Computer literate, including Microsoft Word and Excel
Fluency in English required; Arabic and Turkish proficiency greatly preferred.
