CARE International in Turkey is pleased to announce an opening for the position of Monitoring & Accountability Assistant.
I – Position Summary
Managed by the Project Coordinator and working in collaboration with other members of the technical and field staff, the Monitoring & Accountability Assistant’s focus is to collect and analyse data using quantitative and qualitative assessment tools. Based in Adana the person will work with Project Coordinators, Field Assistants, Project Manager, MEAL Coordinator and technical advisors to plan and implement regular monitoring and accountability activities across the project and to communicate feedback and findings. The position will be based in Adana, with 60-80% travel to field locations.
II – Responsibilities
Monitoring: 65%
Participate in implementation of assessments
Assist the Project Coordinator to ensure that beneficiaries are selected based on agreed criteria and are registered according to procedure
Conduct regular visits to distribution and project sites to collect data using quantitative and qualitative assessment tools
Using observation checklists, surveys, focus group discussions and other monitoring tools:
Monitor the effectiveness, safety and accountability of distribution activities;
Assist with verification of selection of beneficiaries/households;
Undertake regular monitoring to ensure the quality of and accountability to beneficiaries e.g. price tracking, post-distribution monitoring (if appropriate); and
Monitor and report on the satisfaction of intended beneficiaries and stakeholders within CARE’s projects
Compile and analyse information collected through use of monitoring tools
Validate the findings and provide feedback for improving activities
Assist the MEAL Coordinator with report writing as needed
Accountability: 30%
Promote the inclusion of affected populations’ views across CARE’s refugee response
Assist the Project Coordinator in communicating information on planned and ongoing activities to communities
Assist the Project Coordinator in adapting CARE information and accountability materials to the context of the Adana activities
Participate in the development and running of a feedback and complaint mechanism
Ensure that feedback and complaints are logged in the appropriate databases by liaising with the Accountability Assistant in Gaziantep
Support the Accountability Assistant and Project Coordinator in responding to feedback and complaints
Learning: 5%
Proactively identify ways to welcome and respond to all types of feedback
Share feedback and monitoring findings with CARE program teams and partners
Support efforts to ensure that lessons learned, best practices and all feedback from affected populations and partners are regularly shared with CARE’s team
III – Qualification and skills
Essential
Fluent spoken and written Arabic
Very good spoken and written English
A team player, eager to learn new skills
Strong planning, inter-personal and communication skills
Experience in data collection, coding & compilation
Ability to interact with a wide range of people including refugee populations, local authorities, partners, CARE staff, etc.
Very good computer skills, especially in MS Word, MS Excel and MS Outlook
Experience in community work and/or experience in project implementation, preferably with an NGO;
Demonstrated skills in planning, documenting, analysing and reporting.
Desired
Spoken and written Turkish
Prior experience of working in a non-governmental organization (NGO)
Prior experience of monitoring and accountability duties
Prior experience of working on humanitarian distribution programs
Previous experience in using qualitative data collection methods
Experience in program monitoring in the emergency/humanitarian field
Experience facilitating group discussion
IV – Work conditions
Duty station: Adana with regular travel to field sites in Adana provinces and potentially other areas of south east Turkey.
Estimated breakdown:
Field work: 60-80% (3-4 days/week)
Office work: 20-40% (1-2 days/week)
Staff may occasionally be required to work at weekends and to stay overnight in a location other than the base location (accommodation for overnight stays will be provided).
