The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 3.8 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.
IRC is offering a robust humanitarian response to the Syria crisis with an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.
The IRC’s Cross Border Protection Rule of Law (RoL) program is expanding. The IRC has a team working and based inside Syria who are dedicated to monitoring and reporting on protection risks and building the capacity to improve protection within Syria. In addition to Protection Monitoring inside Syria, the team will add programs in community-based protection and legal documentation. The Protection Admin Assistant will be based in Antakya and directly supervised by the Protection Coordinator, and will collaborate directly with the field Admin assistants.
The Protection Admin Assistant will oversee the admin work and related logistics needs and responsibilities including but not limited to:
Administration of cash advances and liquidations (including all the invoices, exchange rate etc.
Provide organizational, administrative, and logistical support to Cross Border Protection teams for all trainings in Syria for staff and other stakeholders.
Liaise with Supply Chain in Syria on all logistical processes, including fleet/transport, procurement, warehouse, and security concerns as they relate to the procedures inside Syria.
Work closely with the Admin Assistants inside Syria.
Liaise with the incentive worker department to oversee and coordinate recruitment including screening of CVs and initial interviewing
Ensure that the Anti-Terrorism Check (ATC) is done and all the recruitment process followed through to the final hire
Liaise and work closely with the IRC Community Liaison staff in the field in line with the recruitment policy for the new incentive workers
Oversee the database for volunteers including new hires, contract extensions, and request forms for hiring volunteers etc.
Develop tools for all the technical questions for interviews in collaboration with the field team and deputy manager.
Ensure that attendance sheets are submitted timely and are accurate
Support in the preparation of movement plans and travel to and from Syria Perform other logistics and admin tasks as requested to support programs.
Ensure that all relevant financial documentation is accurately completed and submitted, as required by IRC policies.
Bachelor of Arts or Science in Program Administration, Social Science or other related field desirable; or relevant work experience in office administration or with nonprofit/non-government development organizations
Understanding of humanitarian principles.
Understanding of and dedication to protection inside Syria.
Experience in administrative role inside Syria preferred.
Understanding of context within Northern Syria.
Experience with trainings or organizing events preferred.
Strong organizational and time management skills and flexibility to learn and take on new tasks
Positive and professional attitude, including ability to work well in a team setting
Strong ability to meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
Computer literate, including Microsoft Word and Excel
Fluency in Arabic and English.
This position will be based in ANT with occasional travel to other IRC Turkey offices.
