ACTED (Agency for Technical Cooperation and Development) is an international NGO founded in 1993 and headquartered in Paris. ACTED implements projects in 37 countries in Africa, Asia, Europe, Central America and the Middle East.
ACTED currently has operations in northern Syria and Turkey. The activities include WASH, Non-Food Items, Food Security, Capacity Development, and Information Management in camps, urban and rural areas.
Objective of the Position
In order to maintain and ensure quality implementation of ACTED’s programs, ACTED requires a WASH Deputy Programme Manager. Under the supervision of the Program Manager shall carry out the following responsibilities:
S/he will be chiefly responsible for the design WASH infrastructure related to the programme. This will include, but will not be limited, the design of latrines, sanitation facilities, water distribution networks, water storage tanks, drainage systems, wells, camp graveling requirement and piping systems.
S/he will contribute to the design of technical WASH assessments; which may include listing all the required data from third parties must gather from the field.
S/he may review the feasibility of projects proposed to ACTED by third parties.
S/he must be available to help evaluate the technical capacities of proposed sub-contractors such as construction companies and well digging contractors.
S/he must remotely and directly monitor the on-going construction activities of any programme related works. S/he should alert the contractor to any un-approved, dangerous, or ineffective techniques or products that would jeopardize the structural integrity, the durability, or overall usability of the commissioned infrastructure.
S/he will ensure that the construction of any designs (particularly piping networks) accommodate planned camp expansion and current transportation goods.
S/he will design clear and understandable BoQs and/or quotation forms for regular WASH services so that field and/or partner staff can collect quotations.
Calculate the WASH requirements of various IDP camps in-line with SPHERE standards. This includes, but is not limited, water consumption needs, solid waste removal requirements, de-sludging needs.
Coordinate field or partner staff in monitoring any project-related construction activities. This will included establishing a pre-determined check list for staff, clear guidelines on what to photograph, clear guidelines on inappropriate building techniques.
Coordinate the supervision and implementation of regular WASH activities, such as water-trucking & chlorination, de-sludging through ACTED field or partner staff.
Ensure that the collection of proper documentation for all WASH activities; both regular and the construction of infrastructure.
Support the planning and coordination of regular field assessments, surveys and distributions through partner organization.
Liaise directly with construction sub-contractors and field/partner staff to assess problems during the construction of any project-related infrastructure. S/he will be expected to propose effective solutions to the programme manager.
Ensure effective and timely communication with other departments as needed (Logistics, Administration, Finance, AMEU, REACH )
Liaise directly with ACTED partner organizations to ensure on-time distributions and information gathering.
Conduct regular field visit to supervise the activities.
Performs other duties as requested and uses own judgment to suggest and advise on other duties as he / she sees fit.
Perform other duties requested by direct supervisor.
Support the PM to ensure purchase requests are submitted in a timely fashion and tracking the orders.
Encouraged to liaise with other departments and other outside agencies to harmonize the approach of various design challenges of various infrastructure. The final decision on all project-related infrastructure would remain with him/her.
Follow-up on any issues related to problem staff in partner organizations or problems arising in from post-distribution monitoring reports.
Liaise with the Reporting and Project Development Departments on the progress of the current project and possible new projects.
Draft semi-regular lessons learned on systems to improve distributions or partnership working arrangements.
Graduate degree engineering, civil engineering, or other relevant field.
At least 1 year managing working with in the WASH sector or 2 years a field engineer.
Demonstrated ability to meet deadlines and work independently and cooperatively with team members in a cross cultural environment is required.
Demonstrated flexibility and creativity in planning and problem solving.
Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
Proven ability to work with colleagues at office level and in field locations (security conditions allowing);
Ability to work effectively with an ethnically diverse team in a sensitive environment.
Mature and self-controlled; proven ability to learn quickly, lead a program to achieve stated results and objectives. Good knowledge of Microsoft Office (word and excel);
Fluency in both English and Arabic languages.
Good report writing skills.
