The Construction Project Manager is responsible for the planning, coordination and supervision of Save the Children’s school construction and rehabilitation work from beginning to completion in close coordination the Governor’s Office, Ministry of National Education and other stakeholders.
The post holder will oversee the design, construction and/or rehabilitation of temporary education centers (TECs), supervise the contractors/sub-contractors and ensure Save the Children’s construction and rehabilitation work is of high quality and in line with INEE standards.
KEY AREAS OF ACCOUNTABILITY:
Conduct accurate, well-informed physical needs assessments in line with Save the Children quality learning environment framework and INEE standards.
Coordinate the selection of temporary education centers to be rehabilitated and locations for new TEC’s to be built, ensure construction/rehabilitation activities respond to the needs of beneficiaries.
Assist in securing approval on planned designs.
Prepare construction designs, tender documents, BoQs, technical and administrative specifications for contractors/subcontracts.
Participate in the selection of contractors/subcontractors for construction and rehabilitation work, provide technical input during the selection of vendors.
Plan, implement, supervise, and monitor construction/ rehabilitation activities of the Turkey Programme.
Ensure that vendors, contractors/ sub-contractor maintain occupational safety on construction sites.
Closely monitor contractors/sub-contractors with regular site visits, ensure rehabilitation and construction of TECs are of high quality and completed in a timely manner.
Ensure field level coordination with MoNE and the Governor’s Office.
Coordinate construction activities with SC WASH/Infrastructure Technical Advisors’ in order to standardize hardware activities’ designs and approaches.
Make sure that the work of sub-contractors corresponds to SCI norms of quality through Quality Check List.
Collect and report necessary data for the consolidation of project indicators.
Ensure donors report are submitted in a timely manner and high quality before/after photos for donor and government reporting is done.
Serve as a focal point for community feedback on construction and rehabilitation work and escalate any complaints or concerns to relevant managers.
Be flexible to adapt to changes and, in agreement with line manager, perform other duties within reason.
Undertake any other duty as requested by the direct supervisor or in support of Save the Children’s education programming in Turkey.
Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES:
Degree in engineering or relevant field.
At least 10 years’ experience in managing construction projects.
Demonstrated experience in using design software (e.g. AutoCAD)
Computer literacy including the use of Microsoft Word and Excel.
Advanced Turkish and English skills.
Good understanding of INEE standards and MoNE’s regulation on school constructions.
Ability to work under pressure and meet tight deadlines.
Excellent team player
Ability to quickly form relationship with communities and government authorities.
Valid residency in Turkey
Fluency in Arabic (spoken).
Understanding of contractor and sub-contractor environment in Hatay and nearby provinces.
Experience in working with NGOs.
Good knowledge of SC’s policies and procedures.
