The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 3.8 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.
IRC is offering a robust humanitarian response to the Syria crisis with an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.
Job Overview/Summary: Reporting to the Supply Chain Manager-Turkey, the Supply Chain Officer is responsible for the efficient coordination and management of Supply Chain functions with focus on the Economic Recovery and Development (ERD)-SC related functions in IRC’s office in Turkey. As a focal point for all procurement and Supply Chain activities in Syria, the Supply Chain Officer must be able to rapidly procure Program supplies, services and equipment, whilst ensuring best practices and maintaining audit-compliant records.
Specific responsibilities include,
Oversee and coordinate all ERD procurement processes inside Syria including the procurement of goods and raw materials.
In coordination with the relevant ERD managers, lead the vendor contracting process for cash transfer programming.
The implementation and / or maintenance of standard IRC procurement policies and procedures.
Ensuring that procurement is carried out in accordance to IRC and donor-specific polices.
Attend all the procurement committee meetings.
Coordination with Finance, Admin and program departments to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.
Ensuring that a transparent and responsive procurement process is implemented and maintained.
Routine communication, coordination and planning with the relevant requesting staff / programs regarding the order and delivery of supplies.
Ensuring that all Supplies, services and equipment required are delivered in time.
Establishment and maintenance of ethical, professional working relationships with suppliers.
Maintain supplier information for regularly purchased items, and be informed of current local market conditions.
Support and provide the appropriate trainings for procurement and program staff as required.
Manage Supply Chain Assistant(s) in Syria
Advise the Supply Chain Manager of procurement-specific issues or improvements.
Any other duties or tasked delegated by Supply Chain Manager.
Provide on-time, standard monthly reports to the Supply Chain Manager.
Generate and maintain comprehensive price list for goods, services and equipment purchased by IRC
Maintain vendor list and contract management.
Produce routine cash / payment projections for Supply Chain Coordinator and Finance.
Submit monthly list of commitments to Supply Chain Coordinator and Finance
Produce routine purchase status reports for Supply Chain Coordinator, Programs and Finance.
Maintain the IRC Purchase Request Tracking & Metrics system and submit routine reports to the Supply Chain Coordinator and IRC New York.

Other Internal and/or external contacts: describe the nature of departments or groups the position influences or requires support from to accomplish objectives.
Internal: ERD Coordinator, ERD Senior Manager, Livelihoods Manager, Senior Agriculture Officer, Voucher/NFI Manager, Admin focal points of other program sectors.
Knowledge of generic procurement procedures and practices (IRC or NGO experience advantageous).
Familiarity with major donor and local regulations / laws advantageous.
Three years’ work experience in procurement, at least one year in a supervisory capacity.
Experience in cash or voucher programming in Syria (advantageous).
Competent in spoken and written English.
Good mathematical skills.
Competent use of PC especially spreadsheets.
Strong sense of personal integrity.
