Under the direct supervision of DRC Turkey Country Director (CD) and technical supervision of DRC Regional Safety Advisor (RSA), the Country Safety Officer provides efficient and effective support to Country Director and Heads of Offices in conducting their duties covering DRC activities, staff and assets in Hatay and other DRC offices in Turkey
Country Safety Officer works in coordination with and technically supervises the safety officers in Kilis and Sanlıurfa
Country Safety Officer will be responsible from setting up, managing and coordinating the safety system in Turkey, and feeding the CD and RSA with information
Constant interaction with different project teams, units and departments required

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 35 countries around the world. DRC has been operating in Turkey since early 2013, working with by and large with non-camp Syrian refugees and affected host communities. The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, protection and self-reliance support as well as a more long term focus on capacity building. In Turkey, DRC works partially through partners, also providing intensive capacity building support, while also conducting direct implementation.
About the Job
DRC is looking for a Senior Country Safety Officer for its program in Turkey. In close cooperation with the CD and technical supervision of the DRC Regional Safety Advisor (RSA), the Senior Country Safety Officer is responsible for
Duties and Responsibilities:
Support and facilitate the communication and coordination with Turkish Security Forces on all matters relating to the safety of DRC staff members and assets
•Attend key safety meetings and represent DRC as per CD‘s request
Establish an information network and regularly check the news agencies in order to daily collect safety information
•Provide the team with regular updates analyzing Turkey‘s emerging political, socio-economic and administrative developments
•Monitor staff movement inside Hatay as well as overland travel to other duty stations in Turkey, report on movement irregularities and initiate emergency response if need be.
•Ensure that DRC drivers follow Movement SOP and comply with DRC standards.
•Responsible for disseminating safety alerts to staff
•Advise on safety mitigating measures related to DRC activities in Turkey
•Keep senior management informed of any changes in the administrative procedures for obtaining documents;
•Establish or reinforce relations with the representatives of the different administrative services;
•Meet with the representatives of the different administrative services as often as necessary to obtain documents or solve problems.
Monitor the evolving situation in the area of DRC/DDG operations in coordination with other actors (e.g. NGOs/INGOs, UN agencies, national/local authorities and civil society entities)as per regional, country and programme guidelines
•Facilitate access and operations through the provision of reliable advice to staff and managers
•Act as the local focal point for safety co-ordination and information sharing between the relevant actors within the area of operations
•Collect, verify, analyze and report information that affects, or may affect, DRC/DDG operations
•Establish a network of contacts and represent DRC/DDG at safety meetings
•Brief visitors and new DRC staff members (including implementing partners where applicable) on safety procedures and the safety situation in Turkey
Track safety related incidents and developments and provide trend/pattern analysis
Conduct regular Safety Risk Assessments (SRAs) as per DRC/DDG policy
•Identify indicators and key decision points, and link them to the SRA and security phases
•Assist in training on safety procedures as required for program staff
•Prepare and submit safety reports, safety advisories and trend analyses as required
•Provide advice on programme development and implementation
SAFETY RISK MANAGEMENT (25%)
Establish, manage and coordinate DRC Safety System in all DRC locations
•Assist with the implementation of regional safety policies, protocols and procedures related to the safe implementation of programme activities in all DRC locations
•Supervise and monitor the development and implementation of context specific MOSS
•Supervise the implementation of physical and asset protection protocols and regulations
•Ensure that appropriate access controls are in place for all DRC/DDG facilities
•Advise, assist and control the procurement and issue of safety and protective equipment
•Conduct regular site assessments and advise on mitigation measures
•Assist in the management of safety incidents and crises, provide timely and accurate incident reports and analysis, and support organizational lessons learned
•Support the CD in keeping the Safety Level System (SLS) updated
To be successful in this role, you must have the following qualifications:
Tertiary education (Bachelor minimum) in communication, politics, risk management or other related field
Experience working with NGOs, other international agencies or multinational business
Experience working within a team
Fluent in written and spoken English and Turkish (Arabic is a an asset)
Strong attention to detail with good organizational skills
Willingness to travel throughout Turkey.
Willingness to work long hours and meet strict deadlines, as needed.
A detailed understanding of security and cultural context of Turkey
Analytical skills essential
You have to hold a Turkish citizenship or residency or valid passport with valid visa (the residency application will be required at the moment of the recruitment)

What we offer:
DRC Turkey offers an employment contract of 9 months with the possibility of extension (depending on funding). The position will be based in Hatay with regular travel to other DRC Turkey offices in the country as directed. We offer a fair compensation package depending on your qualification and experiences as well as additional allowances such as relocation allowance and living allowances, if applicable. DRC Turkey is income tax exempted.
