The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 3.8 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.
IRC is offering a robust humanitarian response to the Syria crisis with an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.
Scope of Work:
Under the supervision of the senior Supply Chain officer, this position will oversee all aspects of supply chain for programs in Reyhanli. The Supply Chain Officer will be responsible for logistics and procurement functions including procurement, warehouse management, asset management, and transport management. In addition to that, this Position, Reports to: Sr. Supply Chain Officer, directly supervises: drivers and cleaners.
Focal point for supply chain operations in Reyhanli.
Participates in regular planning meetings and Supply Chain activities.
Lead and manage drivers and cleaners.
Ensure that security protocols are adhered to, and report incidents or issues immediately.
Communicate regularly and proactively with supervisor; inform about challenges and needs.
Set clear performance objectives for staff you supervise and ensure that they are understood.
Review and approve/endorse timesheets of your staff on a monthly basis and travel and leave requests when the requests are made.
Conduct market analysis in Reyhanli and surrounding areas in order to assess feasibility of increased procurement.
Responsible for creation and management of list Suppliers in Reyhanli using IRC’s selection and pre-qualification processes. Update list on a regular basis and circulate to relevant staff.
Manage and track Suppliers in terms of quality, delivery time, and value for money, etc.
Conduct regular market surveys in key procurement categories to ensure that IRC is receiving best value for money.
Managing running cost expenses in good manner to ensure all office’s needs are met.
The implementation and / or maintenance of standard IRC procurement policies and procedures.
Ensuring that procurement is carried out in accordance to IRC and donor-specific polices.
Attend all the procurement committee meetings.
Coordination with Finance and program departments to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.
Ensuring that a transparent and responsive procurement process is implemented and maintained.
Routine communication, coordination and planning with the relevant requesting staff / programs regarding the order and delivery of supplies.
Ensuring that all Supplies, services and equipment’s required are delivered in time.
Establishment and maintenance of ethical, professional working relationships with suppliers.
Maintain supplier information for regularly purchased items, and be informed of current local market conditions.
Support and provide the appropriate trainings for non-supply chain staff as required.
Update the PRTS database on regular base.
Maintain a proper filing system as per IRC Supply Chain filing protocol.
Execute any other duties or tasked entrusted by Senior Supply Chain officer.
Warehousing, Inventory, Assets
Monitor security of IRC’s storage and supplies.
Understand, implement and / or maintain standard IRC inventory management policies and procedures.
Ensure that assets and property are managed and tracked according to IRC policy.
Fleet and Transport
Oversee daily movement plan and vehicle schedules in Reyhanli.
Ensure that trips are planned in advance and approved by security focal points.
Implement and direct IRC standard vehicle policies and procedures, with particular attention to safety and security issues.
Ensure that vehicles are in safe working order at all times.
Education: degree preferably in related field such as Social Sciences, Management, Operations, International Relations, Supply Chain
Work Experience: Minimum of 3 years of professional Logistics and supply chain or related expertise.
Language Skills: Good command of English language and Turkish (spoken and written).
Computer Skills: Good Computer Skills required – Windows and MS Office, Excel is a Must.
Ability to plan, prioritize, coordinate and perform multiple tasks simultaneously.
Ability to work under pressure and to meet deadlines.
Willingness to put in extra hours as required.
