The MEAL Officer is a key position in the Antakya office, supporting the MEAL department and Programme teams with duties related to monitoring, evaluation, accountability, and learning across all sectors: health, WASH, NFI, MHPSS, Rehabilitation and Protection.
M&E system development
Collaborate closely with Programme staff and MEAL staff in developing and establishing MEAL systems that serve the needs of the Antakya Programme.
Address shortfalls in Programme’s progress, achievements and information management that affect Programme implementation.
Contribute to Programme design to ensure adherence to IMC’s standards, including the use of standardized indicators and documentation methodologies.
Support programs in developing their indicator plans and indicator tracking sheets and follow-up with Programme staff on regular basis.
Ensure the Programme has specific record sheets for keeping records and track of all activities and output.
Support programs team for in implementation of DHIS2 and other databases across all Programmes
Focal point for Field Assistants (FAs) reporting to Antakya office
Communicate with FAs on daily/weekly basis as needed regarding activities, security, location, IDPs updates and other tasks
Develop work plans for all field assistants covered under Antakya office
Debrief with FAs on regular basis according to debriefing guide
Coordinate with MEAL Department to organize and conduct trainings for FAs
Support M&E activities involving FAs, such as salary verification, physical verification of assets, post distribution monitoring, data quality audits, surveys/assessments, etc.
Support compilation of feedback received from field assistants and share with Programme team
Process and outcome monitoring
Develop data collection tools for smooth implementation of process monitoring and share the monitoring reports with concerned departments on regular basis.
Ensure the proper use of quality assurance checks during Non-food items distribution through MEAL field team. Compile and share individual quality check report with NFI department for follow up.
Take lead in all sort of surveys including patient satisfaction survey, post distribution monitoring, access and coverage survey and baseline and end-line surveys.
Develop data entry sheets and analyze data using statistical software.
Focal point for accountability
Develop and facilitate trainings and workshops for MEAL and Programme staff on accountability.
Develop complaints and response mechanism, including system for systematically storing, maintaining, and responding to feedback.
Integrate feedback from FAs into accountability mechanisms across sectors.
Translate and record all complaints received by MEAL department and follow up with concerned department regarding their complaints on timely basis.
Compile and prepare monthly complaint mechanism report and share it with sector heads.
Support any other needs of MEAL Department; including occasional data cleaning, data entry, data analysis.
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
Qualifications and Skills:
Bachelor’s degree in international relations, social sciences, economics, administration, or other related field
Fluency in written and spoken Arabic
Good report writing skills
Excellent communication skills in written and spoken English
Experience in data collection and analysis via quantitative and qualitative tools surveys preferred
High proficiency in MS Word, Excel and PowerPoint required; experience with Access desirable
Expertise with data analysis software (SPSS, Epi-Info, etc) desirable
Experience of working with NGOs highly desirable
Excellent interpersonal skills and ability to work in a multicultural setting
Desire to learn, flexibility, willingness to ask questions
Good time management skills, ability to multi-task and set priorities
Adherence to IMC Code of Conduct and internationally accepted humanitarian principles
