GOAL is looking for Logistics Officer Antakya Ankara
GOAL began working in Turkey in 2014, responding to the needs of refugees displaced from Kobane. Subsequently, GOAL has worked towards creating a multi-donor programme across Turkey with a particular focus on health care programing, whilst also incorporating livelihoods and emergency support components.
General Description of the Role:
GOAL Turkey is looking to recruit a logistics officer to support GOAL Turkey in achieving their programme objectives. They will undertake timely and efficient logistics activities for GOAL Turkey, in accordance with GOAL Logistics policies and procedures and relevant donor requirements.
Coordinating movement for GOAL Turkey fleets and team within Ankara
Serve as focal point of contact with GOAL contracted travel agency for arranging, changing, purchasing flights, accommodation at hotels, car transfers, etc.
Arrange welcome packs, airport pickups/drops off, collection of issued assets and welcome packs from all incoming and outgoing personnel
Setup an effective systems for the maintenance and security of all GOAL Offices, residences and stores in Ankara and ensure they conform to recommended insurance, health and safety standards.
Ensure that sufficient accommodation is maintained for all GOAL expatriate staff; leases, premises insurance etc. is updated in a timely fashion
Ensure that all procurement procedures in Antakya or Ankara offices are effectively followed in compliance with the GOAL Logistics Manual and relevant donor requirements;
Prepare electronic and hardcopy procurement files for each OQRF (Order / Quotation Request Form) and ensure that all relevant paperwork is filed, original and scanned copies, as per GOAL Logistics Manual and internal audit requirements;
Process the assigned OQRF’s according to the GOAL Logistics Manual/Procurement Chart procedures;
Analyse the specification of the supplies, works or services required and source potential, reliable suppliers who can meet this specifications;
Prepare Enquiry Forms(EF)/Request for Offers(RFO) to obtain quotations/bids as per required process (single/negotiated/sealed/tender);
Ensure that all new suppliers have Anti-Terrorist Checks (ATC) completed, according to the procurement process
Complete Bid Analyses (BA) for review by the procurement Manager or Logistics Manager, and obtain the necessary signatures for approval from budget-holders and finance department;
Raise Purchase Orders to place the order with the chosen supplier and follow up the status of the goods, to delivery to the required location, as per the OQRF;
Ensure that all chosen suppliers are registered on the GOAL Turkey Vendor Roster, and update where necessary;
Ensure that Goods In Dockets(GID) are prepared for all deliveries and attached to the procurement file;
Complete all financial paperwork, obtain the necessary signatures for approval and ensure payment to the supplier is affected;
Ongoing monitoring of stock levels and replenishment system for all office stationeries and consumables
Stock & Asset Management
To ensure that all goods received by GOAL are recorded in GOAL standard templates and are stored and handled as per GOAL logistics manual procedures of safety, security, accountability and transparency
To ensure that all goods dispatched by GOAL to the final distribution sites, and when in transit through multiple locations are recorded in GOAL standard templates
To ensure that all store transaction paper works are kept filed as per GOAL filing system.
To ensure that all the items stored in the warehouses are recorded in GOAL warehouse papers
Daily maintenance and data entry of FAR
Labelling any newly purchased or donated assets
Ensure all donated to and from GOAL assets are properly recorded through GOAL standard paperwork and procedures
Ensure correct and compliant to GOAL procedures assets disposal process
Ensure system and records keeping practices are in place to ensure accurate and current location of all and any assets
Maintain the records keeping and procedures for assets issued to GOAL personnel
To make sure that systems being used are adequate for the purpose intended and cost-effective and in accordance with Country Communication Plan and Procedures.
To ensure that the cost of communication is checked monthly and if needed appropriate measures on making the communication cost effective
General work in assisting in the overall process and day-to-day duties of the Team.
Other tasks and responsibilities as directed by your Manager
All positions in GOAL Turkey Programme may at times require manual handling and lifting.
Tertiary diploma in relevant area (procurement, logistics, or administration) and/or equivalent years practical work experience in a relevant field;
At least 3 years of relevant work experience in areas such as logistics, assets management, warehouse/storekeeping, office/business administration in private or government sectors;
Proven experience in procurement, warehouse management, fleet, premises and assets management;
Good problem solving and organizing skills
Self-starter and able to work under minimal supervision.
Strong computer skills in Microsoft packages, including Excel, Word, and Outlook (particular emphasis on Excel);
Excellent attention to detail;
Trustworthy and honest;
Ability to write, speak and work in English and Turkish.
Previous work experience with an International Humanitarian NGO;
Ability to write, speak and work in Arabic.
